linux guests on windows can fail to detect their clock frequency and stall nested execution. pass the frequency reported by whp to the guest at boot while preserving explicit caller overrides. this fixes ordinary guest initialization independently of nesting.

merge order: #156 → #155 → #158 → #159 → #160 → #162 → #169 → #168. linux arm64 groundwork remains separately in draft #164 and is not required for this release.

Pass the WHP processor clock frequency through tsc_early_khz so AMD Linux guests can initialize their clock without legacy timer calibration. This also prevents guest KVM from repeatedly retrying clock updates before nested execution. Prepend the default to preserve caller overrides and the kernel argument separator.

Exercise the boot command-line assembler on all hosts, covering the init separator, explicit clock overrides, both caller sources, and absent clock values. Run these checks in Linux and Windows CI. A reordered-default negative control fails the ordering assertion.
