Closes #4964

Description

Changes the Server version placeholder in .github/ISSUE_TEMPLATE/1-bug_report.yml from "0.6.3" to "1.0.0 (npm) or 2026.8.1 (PyPI)". 0.6.3 is mcp-server-fetch's pre-v2 version, which neither scheme in RELEASING.md produces: the TypeScript servers use semver from 1.0.0, and the Python servers use CalVer.

Once merged, the file on #4939's branch is re-synced from v2/main.

Motivation and Context

See #4964.

How Has This Been Tested?

No client-observable surface; targeted probe: the form loads with js-yaml, with top-level keys body, description, labels, name, and the server-version input's placeholder reads 1.0.0 (npm) or 2026.8.1 (PyPI). The form is served from main, so it is visible in the chooser only once it reaches main with #4939.

The Server version placeholder was 0.6.3, a pre-v2 fetch version that
neither scheme in RELEASING.md produces. Show semver for the npm
servers and CalVer for the PyPI ones.

Closes #4964

Takes .github/ISSUE_TEMPLATE/1-bug_report.yml from v2/main, whose
Server version placeholder now shows both version schemes (#4964), so
this branch stays byte-identical to v2/main.
