What this PR changes/adds

Updates the Dataspace definition in specifications/common/terminology.md to
align with ISO/IEC FDIS 20151-1, and adds four supporting definitions it depends
on: Data Sharing, Environment, Governance, and Governance Framework, each
with its own [SOURCE] citation and adding the sources to the informative references section.

Why it does that

Comment JP04, raised during the ISO/IEC DIS 26450 ballot (the PAS transposition
of the Dataspace Protocol to ISO/IEC JTC1), asked for clarification of this
specification's alignment with ISO/IEC 20151-1. The proposed disposition is to
update the Dataspace definition's source citation to the current ISO/IEC FDIS
20151-1 stage and to add the definitions it relies on, so both documents share
consistent terminology ahead of the comment resolution meeting.

Further notes

The Dataspace definition's scope note is retained and updated to reference
ISO/IEC FDIS 20151-1 rather than "ISO/IEC 20151 to be published". No other terms
were changed. This is a documentation-only change; it does not alter any
protocol message, state machine, or schema.

The Comments received from ISO/IEC JTC1 have been addressed and discussed in a CRM on August 25, 2026. The changes have been implemented here accordingly.

The style of the new/changed definitions differs from the existing ones. Is this OK, or should we adapt the wording of the old definitions so that they conform to the usual writing style?

Do we also want to harmonize the ISO references? The draft 20151-1 is now an informative reference and the 38500:2024 is just text

Strictly speaking, we do not need to. But it would look more consistent and is just a small thing.
