Align Dataspace and related definitions with ISO/IEC FDIS 20151-1 #266

Background

The Dataspace Protocol (DSP) specification was submitted as a Publicly Available Specification (PAS) by the Eclipse Foundation to ISO/IEC JTC1. During the Draft International Standard (DIS) ballot for ISO/IEC DIS 26450, comment JP04 asked whether this specification is aligned with ISO/IEC 20151-1, which has since progressed to Final Draft International Standard (FDIS) stage. The Dataspace Protocol aligned its definition of dataspace with the ISO/IEC DIS 20151. This was changed afterward (see #128 ).

The proposed disposition of JP04 is to update the Dataspace term definition to cite ISO/IEC FDIS 20151-1 and to add the supporting definitions that this ISO/IEC document itself relies on, each carrying its own [SOURCE] citation. This continues the partial alignment already made in #121 (closed via PR #128), which added the Dataspace definition from ISO/IEC DIS 20151.

Proposed change

Update specifications/common/terminology.md:

  • Update the Dataspace definition's [SOURCE] citation from "ISO/IEC 20151 to be published" to "ISO/IEC FDIS 20151-1", and update Note 1 to entry accordingly.
  • Cross-reference the Dataspace definition to three new terms, using respec [=term=] syntax.
  • Add a Data Sharing definition, sourced from ISO/IEC FDIS 20151-1.
  • Add an Environment definition, sourced from ISO/IEC FDIS 20151-1.
  • Add a Governance Framework definition, sourced from ISO/IEC FDIS 20151-1.
  • Add a Governance definition, sourced from ISO/IEC 38500:2024, 3.3, as cited by ISO/IEC FDIS 20151-1.

The Dataspace Protocol's own scope note is retained: this specification covers only the protocols for interoperable data sharing between technical services, while the overarching concepts and characteristics of dataspaces are described in ISO/IEC FDIS 20151-1.
