Add INI with DLC-only and unlock-all modes

Adds a simple INI so the mod can either unlock the old DLC content while keeping normal progression, or work like the original full Ultimate Unlocker.

Default config:

[UNLOCKS]
UnlockDLC = 1
UnlockAll = 0

• UnlockDLC enables the discontinued DLC/preorder/promo content without skipping normal career, level or challenge progression.
• UnlockAll enables the original broad Ultimate Unlocker patches and also grants the Time Savers entitlement.
• The release binary is named NFSTR_UltimateUnlocker.asi again.
• Build/release packages include NFSTR_UltimateUnlocker.ini.
• README and INI comments have been simplified for regular players.
