docs: fix outdated submission and auth docs

Summary

• Point contributors at /submit instead of the removed /submit/form auto-PR flow
• Update CONTRIBUTING, README, PR workflow, Quick Start, Vercel setup, and SECURITY to match the current Git-based submission model
• Remove stale NextAuth/OAuth and Docker instructions that no longer apply
• Drop orphaned package-lock.json and ignore npm/yarn lockfiles so pnpm stays canonical

Test plan

• Confirm https://fossradar.dev/submit loads and https://fossradar.dev/submit/form does not
• Skim CONTRIBUTING.md and docs/PR_WORKFLOW.md for consistent submission steps
• Skim VERCEL_SETUP.md against .env.example
• No app/runtime changes; docs-only PR

This is a docs-only PR that updates outdated submission/auth docs to match the current /submit Git workflow.

The Vercel check is failing with “Authorization required to deploy” (and CI looks like it’s waiting on first-time contributor approval). Could a maintainer please authorize the preview deploy / approve the workflow when you get a chance?
