Summary

Related to #635. Following #2220, a background-task admission still left the conversation parent running and fed the task receipt back into the model, forcing a second model call to acknowledge framework-owned state.

This changes the invariant: when a model step resolves only to admitted background-task receipts, eve persists those receipts and parks the parent turn. A later task notification starts the next parent turn. If the same step also has a synchronous tool result or a dispatch failure, the model loop continues immediately so that result is handled. Task-mode children keep their existing turn contract.

The twelve existing fixture evals now omit their synthetic *-STARTED or *-READY receipt-acknowledgment assertion because that model call no longer exists. Their task lifecycle assertions remain. Mixed cases remain deliberately different: partial dispatch failures still continue, and the admitted-plus-busy-agent eval still requires its follow-up model response. The new deterministic fixture holds the child busy and fails if the parent model runs again after admission, then verifies that the task notification causes the next model call.

Validation

pnpm test:unit completed all six workspace tasks; the eve suite reported 651 files and 6,845 passing tests with one skipped. The focused runtime-action integration suite passed all 25 tests. The eve typecheck and the task-fixture typecheck/build both passed, including validation of all 18 task transition declarations.

Formatting, lint, the invariant guard, and docs checks pass. Lint reports three pre-existing unused-variable warnings in unrelated HITL fixtures. The deterministic fixture e2e is CI-only and will run in the repository workflow.

Tests: 18 files, +266/-45. Adds unit coverage for the park and mixed-result boundaries, a deterministic e2e, and removes obsolete receipt acknowledgments from existing fixtures.
