chore(release): prepare 0.21.0-beta.1 - #1712

Add stable-version notes in every shipped locale and align the release line so the beta presents consistent update information. Refresh the bundled provider catalog for this build.
Give every workspace package, the host binary, and the About panel the same prerelease identity so the beta can be built and recognized consistently.
