Adds the British English patterns from tex-hyphen (hyph-en-gb.tex, MIT) behind a new `englishgb` feature. Part of typst#22. `en` and `Lang::English` still mean the American patterns. The generator skips keys longer than two letters when it writes `from_iso`, so nothing existing changes, and the same trick works later for variants like de-1901 (typst#25) or el-polyton. I've included it in `full`, which grows by about 43 KiB. Happy to leave it out if you'd rather keep the default set as is. As with the other pattern files, only `\patterns` are used and the exception list at the end is ignored.
