Sync api_upstream to temporalio/api@3ebdff4. New API surface since previous sync (#1441 at api@17d10bf): - api#848 — Add reset_heartbeat field to ResetActivityExecutionRequest. Reset now honors this flag to additionally discard persisted heartbeat details (default is preserve). No new RPCs — no proxier or C-bridge updates required.
