chore: require Tekton Kueue CI summary

Changes

• Require the unified CI summary context for tektoncd/tekton-kueue.
• Regenerate Tide context options from the shared required-check configuration.

This PR depends on tektoncd/tekton-kueue#555 and must not merge until that PR demonstrates the CI summary context. The legacy Run on Ubuntu repository ruleset also needs administrator removal or replacement as part of the migration.
