📐 Maintainability & Code Quality | 🔵 Trivial | ⚡ Quick win
Cover automatic selection at the UTF-8 byte threshold.
These cases force SIMPLE or RESUMABLE, so they do not exercise _decide_upload_type() when force_resumable_upload is None. Add a payload whose UTF-8 byte length is just above MAX_CONTENT_LENGTH_SIMPLE_UPLOAD and assert that the resumable path is selected.
Based on the PR objective, automatic byte-based selection must be verified. As per path instructions, flag missing tests for non-trivial logic changes.

What does this PR do?
Normalize
io.StringIOupload data to UTF-8 encoded bytes before calculatingContent-Length.This keeps the declared length, transmitted body, and upload method selection
consistent for text uploads.
Why?
When
Storage.upload()receives astrorio.StringIOcontaining non-ASCIItext,
_get_stream_len()counts characters while the HTTP client sends UTF-8bytes. Simple and resumable uploads can therefore send a shorter body and
silently truncate data.
The same mismatch can also cause UTF-8 content larger than 5 MiB in bytes to
be incorrectly selected for simple upload.
Fixes #469.
