Delegate reviews to the namespaced claude-shared:tech-lead agent - #66

Validation on an installed copy showed plugin agents are namespaced like skills: the plugin's reviewer is `claude-shared:tech-lead`, while a bare `tech-lead` resolves to any leftover copy in ~/.claude/agents (which may be pinned to a different model).
