ci: migrate Linux runners to Ubuntu 26.04 via RUNNER_OS

Closes #71

Summary

• replaces all 7 active Linux runner declarations across 5 workflows with ${{ vars.RUNNER_OS }}
• keeps workflow and job names unchanged
• preserves the existing .NET 10, GitVersion, PowerShell, CodeQL and release behavior
• leaves historical documentation unchanged

Required repository setting

Before this PR can be validated/merged, configure the repository Actions variable:

RUNNER_OS=ubuntu-26.04

The GitHub connector used for this implementation does not expose repository-variable administration, so this setting could not be created programmatically here.

Changed workflows

• .github/workflows/codeql.yml
• .github/workflows/dependency-review.yml
• .github/workflows/dotnet.yml
• .github/workflows/release-check.yml
• .github/workflows/release.yml

Validation

• diff is limited to 7 runs-on replacements
• repository ruleset main is currently disabled
• no workflow/job names were changed
• branch is based on current main and is not behind it

Rollback

If Ubuntu 26.04 exposes a blocker, keep the workflow changes and temporarily set:

RUNNER_OS=ubuntu-24.04

until compatibility is restored.
