What does this PR do?

Sets GOMEMLIMIT and GOMAXPROCS on the application controller automatically, based on its resource limits:

  • GOMEMLIMIT = 90% (default) of the memory limit. This leaves room for non-heap memory and GC, reducing OOMKills.
  • GOMAXPROCS = 100% (default) of the CPU limit, in whole cores (rounded down, minimum 1). Without it, Go uses the node's core count instead of the pod's CPU limit, which causes throttling.

This is needed because the application controller often runs with low limits and gets OOMKilled or throttled.

Configuration:

  • On by default. Disable operator-wide with ENABLE_APPLICATION_CONTROLLER_GO_RUNTIME_TUNING=false (or ENABLE_GO_RUNTIME_TUNING=false).
  • Tune per instance with the new .spec.controller.goRuntime field: enabled, memoryLimitPercent, cpuLimitPercent (1–100).
  • Env vars set in .spec.controller.env always win over the computed values.

Which issue(s) this PR fixes:
Fixes GITOPS-11404

PR acceptance criteria:

  • Documentation was updated and verified using make serve-docs
  • Unit tests were updated
  • E2E tests were updated

What type of PR is this?

/kind enhancement

Special notes to the reviewer:

  • This adds a new optional CRD field, .spec.controller.goRuntime (v1beta1); CRD manifests in config/crd/bases and bundle/manifests are regenerated. No breaking change — the field is optional and tuning is default-on.
  • Operator-level gating is intentionally not covered by the E2E suite: toggling operator environment variables affects the whole cluster, which would conflict with parallel E2E tests. It is covered by unit tests instead (util_test.go).
  • How to test manually:
    1. Create an Argo CD instance with spec.controller.resources.limits (e.g. memory 2000Mi, cpu 2000m).
    2. Verify the application controller StatefulSet has GOMEMLIMIT=1887436800 (90% of 2000Mi) and GOMAXPROCS=2.
    3. Set spec.controller.goRuntime.memoryLimitPercent: 50 → GOMEMLIMIT becomes 1048576000.
    4. Set spec.controller.goRuntime.enabled: false → both env vars are removed.
    5. Set GOMEMLIMIT in spec.controller.env → the user value wins over the derived one.

📝 Summary

Summary by CodeRabbit

  • New Features
    • Application Controller runtime environment values can be derived from configured memory and CPU limits: GOMEMLIMIT defaults to 90% of the memory limit, while GOMAXPROCS defaults to 100% of the CPU limit.
    • Per-instance settings can customize these percentages or disable the derived values. Operator-wide settings can also disable them and take precedence over per-instance enablement.
    • Explicitly configured controller environment values take precedence over derived values. CPU-derived core counts are rounded down, with a minimum of 1.

The Application Controller spec now supports Go runtime tuning. The operator derives GOMEMLIMIT and GOMAXPROCS from configured resource limits and adds them to the controller StatefulSet environment.

⚠️ Unverified finding
Verification ran but could not confirm this finding. It is shown for review, not as a verified issue.

Fix the misleading ceil comments in the GOMAXPROCS test cases.

The implementation in getArgoApplicationControllerGoRuntimeEnv truncates (floor) and then raises the result to a minimum of 1. It does not use ceil.

  • Line 826 says ceil(0.25) = 1. The value is floor(0.25) = 0, raised to 1.
  • Line 833 says ceil = 2, but actual calc: ... floor at 1 due to rounding. This text contradicts itself. The correct value is floor(1.5) = 1.
  • Line 840 says ceil = 1. The value is exactly 1.0.

Update the comments so they match the floor-with-minimum-1 contract.

GOMAXPROCS = 100% (default) of the CPU limit, in whole cores (rounded down, minimum 1). Without it, Go uses the node's core count instead of the pod's CPU limit, which causes throttling.

What is the exact behavior of this? For example: if the node have 32 cores, and my pod is restricted to 2, how do I restrict the app to 2 cores max?

What is the reasonable setting for fractures? Like, if my app uses 800 millicores.

If your node has 32 cores but your pod is limited to 2, you don't need any Go-specific configuration. Just set the CPU limit on the ArgoCD CR:

apiVersion: argoproj.io/v1beta1
kind: ArgoCD
metadata:
  name: argocd
spec:
  controller:
    resources:
      limits:
        cpu: "2"
memory: "2Gi" # optional, this feeds GOMEMLIMIT

The operator then does two things when it reconciles the application controller StatefulSet:

  1. It applies resources.limits.cpu: 2 to the container, this is the real restriction, enforced by the kernel via cgroups.
  2. It derives GOMAXPROCS = 2000m × 100% / 100000 = 2 from that same limit and injects GOMAXPROCS=2 as an env var on the container, so the Go runtime runs its code on at most 2 OS threads instead of the 32 it would see on the node.

One value, one source of truth: you declare the limit, the operator aligns the Go runtime with it. GOMAXPROCS doesn't restrict CPU itself, the kernel does that regardless, it just stops Go from spawning more threads than your quota allows, which is what causes throttling and GC latency spikes.

This is also fully overridable: if you set GOMAXPROCS (or GOMEMLIMIT) yourself in .spec.controller.env, the operator never touches it, user-defined env always wins, and the auto-tuning is only applied for variables you haven't set.

For fractional limits like 800m (0.8 cores), the operator sets GOMAXPROCS=1 (the calculation floors to 0, which is invalid, so it's raised to the minimum of 1). Running more threads in parallel won't increase the CPU capacity available to your application and may cause it to hit its CPU limit more quickly, leading to throttling and increased latency.

If you want to opt out of the auto-tuning entirely, you have two levels: set .spec.controller.goRuntime.enabled: false on a specific ArgoCD instance, or set ENABLE_APPLICATION_CONTROLLER_GO_RUNTIME_TUNING=false (or ENABLE_GO_RUNTIME_TUNING=false) on the operator deployment to disable it cluster-wide.

Isolate both operator environment variables in every subtest.

When either tuning variable is explicitly exported as false, default-on cases can fail because inherited values remain active. This does not block the ordinary test targets, which do not export either opt-out. The cleanup also removes pre-existing values instead of restoring them.

Save and restore both variables, then unset them before applying each table case.

Tuning is enabled cluster-wide by default; set ENABLE_APPLICATION_CONTROLLER_GO_RUNTIME_TUNING or
ENABLE_GO_RUNTIME_TUNING to "false" on the operator to disable it for all instances.

Document the operator gate precedence.

If ENABLE_APPLICATION_CONTROLLER_GO_RUNTIME_TUNING=true and ENABLE_GO_RUNTIME_TUNING=false, util.go enables tuning because the component-specific variable takes precedence. The global setting therefore does not disable all instances as documented. Document this precedence in the API source and regenerate the schema, or change the gate if either variable must disable tuning.

Update the Go runtime tuning description for
ENABLE_APPLICATION_CONTROLLER_GO_RUNTIME_TUNING and ENABLE_GO_RUNTIME_TUNING to
state that the component-specific setting takes precedence, so a global false
does not disable tuning when the component-specific setting is true; make the

just a question @nmirasch . do we really need a new field in CRD structure
below is my understanding without new crd fields, just growing API. just a suggestion, not sure what is the effect of it.

So a simpler design is enough:

Auto-set from resources.limits (default-on).
If the user sets GOMEMLIMIT / GOMAXPROCS in .spec.controller.env, keep those.
Disable only via the operator env vars.
That drops the CRD field, deepcopy/CRD churn, and a chunk of API surface.

Recommendation: drop goRuntime; keep limit-based auto-injection + .spec.controller.env override + operator kill switch. Add an annotation only if product needs per-instance opt-out.

@nmirasch, oh, I love this being pulled from the resources! I second what @akhilnittala said about the explicit config - do we have use-case for such a fine-grained config? It feels like this can be simplified substantially if we leave that out...

Thanks @akhilnittala and @olivergondza. Some context first, this shape comes from the customer requirement. They explicitly ask for a flag in the ArgoCD CRD that aligns GOMEMLIMIT with .resources.limits.memory (~80%), because managing .spec.controller.env overrides "for different application controllers, for different RHOCP environments, would prove challenging." So the CRD field isn't speculative API growth, it's what was asked for, and the 80% default is the customer's number

That said, I've taken the fine-grained-config point on board and trimmed the PR accordingly:
Dropped cpuLimitPercent entirely. Nobody asked for a tunable CPU percent; the requirement only asks that GOMAXPROCS be derived from the CPU limit, which it still is: always 100% of the limit, in whole cores (floored, minimum 1). One less field, no behavior anyone requested lost.
Changed the default to 80%, replacing the earlier 90% with the value specified in the requirement

What we have now:

spec:
  controller:
    goRuntime:
      enabled: true # default; per-instance opt-out
memoryLimitPercent: 80 # default; per-workload override of the ratio

And the full precedence chain, end to end:

  1. GOMEMLIMIT/GOMAXPROCS set by the user in .spec.controller.env → used as-is, untouched (exact-value control for whoever needs it)
  2. .spec.controller.goRuntime.memoryLimitPercent → percentage of the memory limit
  3. Otherwise → built-in 80% default
  4. .spec.controller.goRuntime.enabled: false → no injection for this instance
  5. Operator-level kill switch (ENABLE_APPLICATION_CONTROLLER_GO_RUNTIME_TUNING=false, or ENABLE_GO_RUNTIME_TUNING=false as global fallback) → off cluster-wide, the per-instance enabled: true cannot override it

On why keep the CRD field at all rather than env-only:

  1. RBAC boundary. The operator kill switch is an env var on the operator deployment. A tenant who only owns the ArgoCD CR (typical multi-tenant setup) can't touch it, env-only opt-out works for cluster admins, not the users actually affected by the change.
  2. "Override via env" isn't a real opt-out. Pinning GOMEMLIMIT to an absolute value freezes it. If we later adjust the default ratio, pinned values silently diverge. A percent field tracks the limit as the user changes resources.limits over time.
  3. Visibility on upgrade. This ships via OLM to every cluster, a silent runtime behavior change. oc explain + the CSV description make the knob discoverable, and support cases show the configuration in the CR. Operator env vars are invisible in both workflows.

Regarding @olivergondza prefer direct answers than Claude summaries to provide some context, let me try to answer this questions directly:

GOMAXPROCS = 100% (default) of the CPU limit, in whole cores (rounded down, minimum 1). Without it, Go uses the node's core count instead of the pod's CPU limit, which causes throttling.

What is the exact behavior of this? For example: if the node have 32 cores, and my pod is restricted to 2, how do I restrict the app to 2 cores max?

What is the reasonable setting for fractures? Like, if my app uses 800 millicores.

@olivergondza GOMAXPROCS comes from the pod's CPU limit, not the node. So on a 32-core node with limits.cpu: 2 you get GOMAXPROCS=2 without it, Go would default to 32 threads inside a 2-core quota and get throttled constantly.
For fractions: an 800m limit gives GOMAXPROCS=1. Never less than 1 core limit.

At the memory side: GOMEMLIMIT = memoryLimitPercent × memory limit, default 80%, as was pointed out in the requirements (and supported by the related comments as "best practice of setting GOMEMLIMIT to 75%–90% of the memory limit set on the container") and the idea is provide a way to be able to ajust it using .spec.controller.goRuntime.memoryLimitPercent.
