Panel button to toggle scratch layer

Is your feature request related to a problem? Please describe.
I am not always using the keyboard on my workflows, sometimes I just need my mouse, and I that time , I find keyboard shortcut little bit restrictive in order to get into scratch layer

Just having a panel button that can serve to toggle scratch layer

Describe alternatives you've considered
Or maybe some dbus méthode that I can use with CHC l, so I can use any screen corner to toggle scratch layer

I feel you! Maybe #774 has an entry for that, but in the mean time I use the following Python script with CHC
