Update static route example in rack setup template toml

The existing example values in the rack setup toml template were incorrect and led to at least two misconfigured racks. These new values more correctly model what is expected when static routes are used.

Baffling. I tried re-running, maybe it's just a bad runner state thing.

I think I see what's happening, the workflow file for the license check is not present on the commit hash I used for the PR. Going into the license check test in this PR and attempting to open the workflow file shows it is not present, and I confirmed by browsing the commit hash as well:

I re-ran the test on a working PR, and that workflow file is present:

So I'll rebase and try again. I did rebase just before editing the file, but maybe I was a lucky winner of a transient state.

... maybe I did that the wrong way, considering how many changed files there are. I'll see if I can fix this up.
