Remove -antelope jobs from main - #738

We currently test new operators with -antelope content via [0]. That job allows to consume less resources in CI and centralize the -antelope testing until an update job is ready. This patch removes the current -antelope tempest based job as it's not required anymore and between [0] and 18-stable we have both greenfield and brownfield coverage.
