Keep the Service Definition and sole local Conda implementation in dsh-science-runtime until a second provider or a production Consumer requires a split. A test Consumer does not complete the seam. Also freeze the detach error-code exception, require E2B recovered-byte UTF-8 validity, and migrate Pwsh onto the shared sandbox classifier.
