Has it been checked that this wording is legally valid? As far as I know, MuseScore/Audacity is not an entity, so I don't know if this statement has any meaning this way.
I also wonder if "MuseScore/Audacity CLA" is specific enough, given that MuseScore and Audacity seem to have different CLAs.

This isn't a license per se. It simply means you need to sign a Contributor License Agreement with MuseScore or Audacity to make changes.
We're in the process of making a common Contributor License Agreement.

Important:
- The contributor transfers the rights to their code (to MuseScore or Audacity, depending on where they signed the CLA).
- The code itself is licensed under the GPL 3 license.
