What changed in this PR

Adds KDE KService to vcpkg, including its build recipe and version registration.

Changes:

• Packages KService 6.30.0, its dependencies, tools, and copyright files.
• Registers the port in the version database and baseline.

Validation was limited to static review; upstream requirements and consumer integration remain unverified.
