Adds KDE KNotifications 6.30.0 to vcpkg for desktop notification support.

Changes:

• Adds the build recipe, platform-specific dependencies, and optional translations.
• Registers the initial version and baseline.

Validation was limited to supplied changes; upstream requirements and consumer integration remain unverified.
