This PR adds OpenGL support for Mediapipe GPU delegates by installing GLVND development libraries and registering the NVIDIA EGL driver.

libglvnd-devalongside other dependencies for EGL support - Generates an NVIDIA EGL vendor JSON to enable the NVIDIA driver via GLVND
