This PR implements Google Classroom exporting capabilities. It's based off of the existing OSE exporter with aim that the replacement should go unnoticed.
The existing patterns are followed, with both Admin & Public UI entry points, exporter classes (following Canvas implementation) and API client abstraction.
One notable difference is: Admins can't export directly because unlike Canvas, Google does not generally allow impersonation (posting to another Google account while they are offline).
