With the newly-introduced ability to publish on PyPI, the name of this project needs to be globally available in PyPI. This PR changes the taken monitoring name to interuss-monitoring.

interuss_monitoring would simplify python imports

The PyPI package name needs to be consistently changed (in more places than just the one place). I'm happy for anyone else to pick it up, but I haven't had a chance to yet.
