With the newly-introduced ability to publish on PyPI, the name of this project needs to be globally available in PyPI. This PR changes the taken `monitoring` name to `interuss-monitoring`.

The PyPI package name needs to be consistently changed (in more places than just the one place). I'm happy for anyone else to pick it up, but I haven't had a chance to yet. |
