We supported the `cxx-flags` option on kernel components, but not on framework files. This change rectifies that.

Updated by the Test kernels workflow on commit 41cc5bba58d2c96b277a177af8506ecc43895a39.
Some of the CMake machinery sets `sycl_flags`, however it did not get used when using `sycl-flags` in `build.toml`. Compilation would fail as a result because the SYCL headers were not visible.
