Expose l1_writer/cpu_quota on plain and dcompact runs, graft yaml knobs with shared 50% defaults, force forceNeedCompact=true at runtime, and keep plain benches from enabling dcompact.
Pick up enterprise and related sample-conf changes that register SimpleTopTable and use it as the default L1 writer.
