what's this do?
The UX has been changed to show things in design/build stage, rather than needing funding or not needing funding. This is still asked, but it's part of the submission now. Previously, hackpad's just couldn't submit or were confusing to submit, this resolves both the submit issue and makes it more obvious how to do it.
