Summary

Adds the fourth stacked CI-silo slice above #1692.

  • Adds narrow-only classifiers for graphviz-only, Neo4j-only, and package marker-only edits.
  • Converts inherited downstream if: success() fanout jobs to explicit path gates for test-minimal-python-rest, test-core-python, test-graphviz, test-polars, test-neo4j, and test-build.
  • Keeps unknown Python edits and core/public-surface edits fail-closed through the existing broad Python fallback.

Validation

actionlint was not installed locally, so the GitHub Actions check remains the authoritative workflow lint.
