Add skip-review for translation PRs to avoid Greptile reviews. Also has a more relaxed bi-weekly cadence.

All changes are confined to CI/CD configuration and the Crowdin integration — no application code is touched.

Three small, independent config changes: a label added to two PR-creation call sites and a cron schedule adjustment. None of these affect runtime behaviour of the application.
