Before: the 2019 ChatOps post was published twice. Once at /2019/10/18/chatops-deployments/ from _posts, and once at /blog/2019-10-18-chatops-deployments/ from a full copy in blog/, kept because that URL was shared after a permalink change.

After: /blog/2019-10-18-chatops-deployments/ redirects to the original post, so the shared link still works and there is only one copy of the article. The original post is unchanged.

How: replace blog/2019-10-18-chatops-deployments.md with a small HTML page (meta refresh, canonical link, noindex, left out of the sitemap). make build and make test pass locally.

blog/2019-10-18-chatops-deployments.md was a full copy of the post in
_posts, kept so a URL shared after a permalink change kept working.
Replace it with a redirect to the original post.
