Release 1.9.2, as accepted on CRAN 2026-08-24. Correctness release: weighted sum(square(x)) fix, dual_value() shapes, unified solver options, new warnings and error classes, ~1/3 faster solves. CI green on all 5 jobs at 490d943.

Synced from the development monorepo (new_design v1.9.2 @ 0d0c440) via
publish.sh onto release-1.9.2, cut from master. Tracks CVXPY 1.9.2; see
NEWS.md for the release notes. Gates at sync time: R CMD check --as-cran
Status OK (0 NOTEs), suite 16657 passing, revdepcheck 39/39 clean,
benchmark suite no regression vs CRAN 1.9.1.
The site build failed on the unindexed deep_flatten topic (exported with
the vdot conjugation fix); _pkgdown.yml now lists it, mirrored from the
dev repo. R-CMD-check triggered only on the retired s7-rewrite staging
branch, so the release push ran no CI; now release-*.
From new_design v1.9.2 @ 15f2f1a. src/RcppCseKeys.cpp now canonicalizes
NaNs before keying (the Linux/Windows CI failure); the chordal test passes
chordal_decomposition_complete_dual explicitly and is verified against both
clarabel 0.11.2 and 0.11.3.
…CLARABEL

The end-to-end SLSEdesign test asserted |objective| < 1e-3 on an SCS solve
that never converges (100k iterations, optimal_inaccurate on every
platform); its terminal iterate is BLAS-dependent, which is why the test
passed on macOS/Windows and failed on ubuntu at 0.096. The true optimum is
0.0164945 (CLARABEL `optimal`, cross-platform identical; MOSEK agrees at
0.0164958), not 0. The SCS assertion is now only that the solve completes
without the pre-fix "computationally singular" error; the real pin is on
CLARABEL (status `optimal`, 0.0164945, rel tol 1e-3). Header corrected: the
near-singular fixture is SCS's unconverged stall point, not the optimum,
which is well-conditioned (rcond 5.9e-05).

Every job on the release-1.9.2 CI annotates "Node.js 20 is deprecated ...
forced to run on Node.js 24: actions/checkout@v4". checkout@v5 targets
Node 24 natively; behavior-identical for this workflow. The r-lib/actions@v2
steps are not flagged -- that tag line is already on Node 24.

The other annotation, "file 'CVXR/cleanup' did not have execute permissions:
corrected", appears ONLY on the windows-latest job: the git mode is already
100755, but NTFS has no POSIX exec bits, so the checkout cannot carry it and
R CMD build restores it. Not actionable; win-builder is unaffected (it
builds from the tarball, which preserves the bit).

.github/ is .Rbuildignore'd, so package content is unchanged.
…p ci]

Replaces the 1.8.1-era submission comments wholesale. The 1.9.2 text covers:
the correctness-release overview (weighted sum(square(x)) wrong-penalty bug,
stale-chain reuse, sqrt/inv_pos SOC parity, complex NSD quad_form), check
results (0/0/0; full suite 16658 passing), the ASAN+UBSAN run with its scope
stated precisely (2026-08-17 tarball; the sole compiled-code change since is
the two-line NaN canonicalization in RcppCseKeys.cpp, whose helper the run
fully exercised), user-visible changes, and the 2026-08-23 full revdepcheck:
39 revdeps, 0 broken, with the aramappings socket failure documented as a
15-worker port-exhaustion artifact, bidirectional in the report and clean on
a serial re-check (as in the 08-12 and 08-20 runs).

Also adds cran-comments.md to .Rbuildignore (synced identically in the dev
tree): it sat unignored at this package root, so a build from THIS repo
would have shipped it into the tarball. No content change to the package.
…gdown

The whats_new vignette ended at 1.9.1 -- the 1.9.2 release had no section.
Caught after the first CRAN upload; the corrected tarball supersedes it as
a resubmission. Section content: the weighted sum(square(x)) correctness
fix, dual_value() shape change, solver-options overhaul, new warnings,
catchable error classes, partial boolean/integer MI requirement, and
performance. The cvxr_docs mirror (whatsnew.qmd) is updated in that repo.

pkgdown site rebuilt (vignettes render as articles).

Dev commits: 873e269 + take-7 flip (new_design v1.9.2).
