Update the GC Forms Privacy Notice Statement and Terms & Conditions

Description
We have a backlog of updates that need to be made to GC Forms policy documents.

Acceptance Criteria:

Definition of Done
Updated PNS and T&Cs are ready to go live in both official languages

Goal is to ship at the same time as the updates to the ToU and SLA.

Associated research
Research sessions on attachment downloads through the UI highlighted that:

Users have a tendency to place full responsibility for detecting and handling malicious files on GC Forms.
Not all users are aware of their department’s storage policies, which may affect how they manage downloaded files and attachments.

Clarify audience for terms and conditions
Adjust the language of the Terms and conditions for form fillers toward grade 6 or 7 reading level as according to the 2022 literacy stats, about 49% of Canadian residents face literacy challenges. That percentage may be an underestimate because several vulnerable groups were not included in that survey.

Feedback from PMD received:

PMD has identified two minor comments regarding the Privacy Notice Statement:

Clarification of retention practices following account deletion.
Review of the Personal Information Bank reference to determine whether PSU 919 (Internal Communications) may be a more appropriate reference for the personal information described in the Privacy Notice Statement.
PMD has no substantive comments regarding the Terms of Use.
