Show the published version number in the response download table #7953

Always show which responses correspond to which published version of the form in the UI download table
Context
Currently this only shows up IF there are multiple/mixed versions.
Some clients are confused about this. See thread: https://gcdigital.slack.com/archives/C03T4FAE9FV/p1790077149616009
They see "version #" on "Downloaded" tab (if multiple versions exist) but not "New" tab (as all new responses are probably from same version)
