Localization - 2 new screens and 1 error message #7945

Description

We're reworking two unrelated screens, one of which has an accompanying error message. Since it's so few screens, I've combined this into one card, but please let me know if you'd prefer that I not combine this way in future.

Story context:
(1) We need a screen for the SSO portal with instructions if hCaptcha does not work when submitting a help request through the contact us page. We'll also use this new content to replace the corresponding GC Forms screen.

(2) We need instructions and an error message for the numbers field. These fields cannot begin with a zero and cannot exceed 15 digits.

Note: For both stories, I've put the new EN content beside the current FR content. There's no existing error message so I've put that FR content in EN.
