Closes part of #789: C2PA network boundaries covered by adversarial fetch fixtures. Local: cargo check --all-features green.

…res (#789)

Every image fetch ends in a counted outcome: checked, skipped over the
per-page limit, or failed with its reason (redirect_not_followed,
oversized, timeout, host_not_public, dns_failed, http_error_status, ...).
ai_transparency.coverage carries the counts, and the image_fetches
collection is partial or failed instead of a silent 'nothing found'.
The fetch runs under an injectable policy, so redirects, chunked and
false-length bodies, timeouts and the private-address refusal are tested
against the real function on local fixtures. Security fixture tests get
a timeout that holds on a loaded machine.
