fix: Weak typing across campus modules — add generic type annotations #21

What to build

Multiple campus modules use untyped dict and list instead of dict[str, float] and list[dict]. Also missing return type hints on several methods.

Files affected: agent.py, core.py, config.py, schemas.py, events.py, communication.py, memory.py

Acceptance criteria

• All public methods have return type hints
• Generic types used consistently (dict[str, X], list[X])
• mypy/pyright passes on campus/ directory
