On tag refs bumpr is skipped, so its empty skip output let action-update-semver run with no tag and TAG_NAME kept the full refs/tags/ prefix. Resolving the tag before update-semver gives both trigger paths one source of truth. Signed-off-by: Nerijus Bendžiūnas <nerijus.bendziunas@gmail.com>
