Disabling JFrog builds reduces the costs of downloading artifacts from JFrog which is currently a major pain point..
TODO
There's currently some remaining artifacts in*-generic-dev-localthat seem to belong to the Python client, but I didn't remove those because there are other non-Python client artifacts that I don't want to risk removing on accident by deleting artifacts in bulk.
