[Bug] Encodement of non-ASCII, UTF text, is corrupted during submission. #394

bugzilla.redhat.com/show_bug.cgi?id=2417542#c14 demonstrates so, for I submitted:

Per ≤ https://bugs.kde.org/show_bug.cgi?id=492371#c10, cancelling a compression, of the contents of a subdirectory of `/var/spool/abrt/`, to an `.XZ`-compressed `.TAr` archive file, initialised via Dolphin's relevant dialogue window, causes a SEGV (or ABRT).

...which became:
