chore(release): prepare v1.15.0 live update

• Add the v1.15.0 What's New announcement, mapped to live:1.14.1-ota.2, so this live update on the 1.14.1 build 30 binary shows as 1.15.0. It covers media preferences, decks, signed-out Online device settings (feat: add media preferences, decks and signed-out Online device settings #291) and the pairing rate-limit handling (Handle pairing API rate limits gracefully #284).
• Keep version files at 1.14.1 build 30, since nothing since v1.14.1 changes native code. live:1.14.1-ota.1 stays mapped to the 1.14.1 notes.
• Make the release guard fail if a release key is mapped to more than one announcement, and check that the current live update shows as 1.15.0.
• Record in the deployment docs that the next store release must use a version above 1.15.0.
