- cli/Cargo.toml 0.1.0 -> 0.2.0 (release.yml refuses a tag that disagrees).
- The Claude Code plugin's anti-summarization skill is a hand-kept copy that
ADR-0007 missed ("Change the framework in peira, never only here"): doors,
rules around the doors, the widened stamp and the guardrail now match
docs/method/anti-summarization.md. Plugin and marketplace manifests 0.2.0.

Bumps peira-cli to 0.2.0 ahead of the signed v0.2.0 tag (release.yml checks the tag against cli/Cargo.toml), and re-syncs the plugin anti-summarization skill, a hand-kept copy that ADR-0007 (#57) missed. Plugin and marketplace manifests to 0.2.0.
Local: cargo test -p peira-cli, clippy -D warnings, fmt --check, cargo package -p peira-cli all pass.
