Country Flags Don't Display on Microsoft OS after 8.8.1 Upgrade #42487

Description:

Country flag emojis don't show on Windows computers after RC upgrade to 8.8.1.

Steps to reproduce:

1. Upgrade to 8.8.1.
2. Attempt to react or send a country flag emoji from a Windows computer.
3. You will see only the 2 letter country codes show up and not the actual flag image.

Expected behavior:

The flags would show as normal.

• Operating System: Affecting Windows/Microsoft computers ONLY. Mac unaffected.
• Deployment Method: docker
• NodeJS Version: v22.22.3
