For grant-linked expert searches: expert cards can start a proposal draft, show live polling progress, retry on failure, and open the resulting notebook note. The generate-email modal gains a Proposal Invitation purpose (default when every selected expert has a completed draft) that links the draft via proposal_draft_id, and the outreach email detail page surfaces the note invite link.
