Uses github's agentic workflows to create a draft PR with suggestions for updating the release notes (#250) when the guppy version in pyproject.toml gets updated.

Let's see how this works. The idea is to use that as a base for manual editing.

The release-notes-update.lock.yml file was auto-generated by gh aw compile.

Looks good to me. I'm interested to see how well this performs.

One question. Would it also be possile to set up an automated PR to update the guppylang package version and submodule upon release? Or do you think its best to keep that as a manual version bump?

Probably, though it will need some inter-repo workflow triggers.
