Tools._getActiveToolKeys references self._tools, which doesn't exist on Tools (the field is _items), so it would raise AttributeError before reaching its own raise NotImplementedError().Tools._checkActiveTools is a bare NotImplementedError stub.
Neither has any callers, so this is dead code rather than a live bug. Low priority — either implement (the subjectTracker / pointer / calibrationPlate properties already do the "at most one active" checks) or delete.
