Upgrade to a new version of Boost

1. Find the latest version on the Boost Downloads page
2. Edit package.json and update the boost.tarball and boost.sha256 fields
3. Run npm run install-boost
4. Run npm publish --access=public (Requires access to the palettegear org on NPM)
