Summary

Adds the QUEUE-144 context-listener review guide as a final documentation-only layer.

Review Notes

Stacked on #1722. This is intentionally last so the implementation, fixtures, and tailer recovery can be reviewed without the larger review guide in the same diff.

Validation

Focused Queue tests passed on the top of the split stack:

mvn -q -Dtest=AppenderReleasesParkedStoreTest,ContextListenerTest,ContextListenerBugTest,ContextListenerLifecycleTest,ContextListenerWhiteBoxBugTest,TailerContextRecoveryTest test

git diff --check origin/feature/QUEUE-143-RollFileCleanupMain...HEAD passed on the top Queue stack.

Superseded by the split-base QUEUE-144 stack. Use #1728 instead; it is stacked on #1727/#1726/#1725/#1724 and excludes the moved QUEUE-143 roll cleanup implementation.
