Closing. We're going to stick with only intra-job pip caching. There is limited evidence of benefits from inter-job pip caching since our proxy cache already buys us most of those benefits, and our limited 10Gb GHA cache budget is best spent on higher leverage caches. |

Description
Prototype a writable, workspace-local pip cache for the cuDF pandas wheel-test job. The wrapper pins the unreleased
rapids-init-pipchange by commit SHA, so this can validate reuse across the job’s compatibility virtual environments and across workflow reruns before the tool is released.Refs rapidsai/build-planning#260.
