Add document selection so tenants can choose which documents to generate and email

Background

The interview currently generates multiple documents (proposed orders, letters, complaints, etc.), which can be overwhelming for tenants.

Task

• Add checkboxes or selection buttons allowing the tenant to choose which documents get generated and/or emailed
• Consider reasonable defaults (e.g., most commonly needed documents pre-selected) with the option to deselect
• Review whether all current document variants need to remain or whether some can be simplified

I'm not really sure what to change from this feedback, because the tool already does let you choose which documents to generate

This is specifically for the complaint pathway. Tenant might opt out of motion, draft order, short and long form order, etc. That pathway has a lot of documents that come by default.
